RULING:
A, 2/10, A-35, ready (25). The snapper may not lift the ball before moving the ball backward in the snapping motion. This is dead-ball foul for an illegal snap.
2. 1/10 @ A-35. With the game clock running before the snap, B97 crosses the neutral zone and, without making contact, continues his charge behind the Team A linemen and directly toward the quarterback. A12 takes the snap and is tackled for a 3-yard loss.
RULING:
A, 1/5, A-40, ready (25). B97’s movement is a dead-ball Offside foul for being unabated behind the offensive line. If the ‘tackle’ by B97 of A12 is anything more than an easy take-down to the ground, B97 may also be guilty of a personal foul for unnecessary contact during a dead-ball period.
3. Try @ B-3. Team A lines up for a two-point try attempt and Team B has eleven players in its defensive formation. The 12th Team B player runs onto the field just before the ball is snapped. A22 takes the handoff from the quarterback and is tackled at the one-yard line.
RULING:
A, Try, B 1 ½, no clock (25). Team B is guilty of a live-ball substitution infraction for more than 11 players on the field. The penalty is ½ the distance to the goal, and the try is repeated.
4. Try @ B-3. Team A lines up for a two-point try attempt and Team B has eleven players in its defensive formation. The 12th Team B player runs onto the field just before the ball is snapped. A22 takes the handoff from the quarterback and carries the ball into the end zone.
RULING:
A, kickoff, A-35, free kick timing (25). Team B is guilty of a live-ball substitution infraction for more than 11 players on the field. The penalty will be obviously declined, and may NOT be enforced at the kickoff. Because to the penalty completion, the play clock is set to 25-seconds and starts on the referee’s signal.
5. 3/5 @ B-35. With the game clock running, Team B has 12 players in the formation, and no Team B player is attempting to leave the field. The ball is ready for play, the game clock is running, both teams are in formation and the snap is imminent. Quarterback A12, late in the play clock, is struggling to read the defense and calls timeout.
RULING:
A, 1/10, B-30. Team B is guilty of a dead-ball substitution infraction, and is penalized 5-yards from the succeeding spot, resulting a first down. Team A is also allowed to rescind their time-out request, at their option.
6. Free Kick @ A-35. A21 is offside and the kick goes out of bounds at the B-15 after it has been touched by B44 at the B-25.
RULING: B, 1/10, B-20, snap (25), OR A, free kick, A-30, free kick timing (25).
A21 commits an offside foul. Because the ball was touched inbounds by B44, the natural result of the down is B’s ball at the out of bounds spot (B-15). Team B may keep the ball and have the Offside penalty enforced at the dead-ball spot, taking the ball to the B-20, 1st/10, or, at Team B’s option, Team B may have the penalty enforced at the previous spot and the kickoff will be repeated.
7. 3/20 @ B-40. A12 throws a legal forward pass toward A88. During the pass defensive end B90 is flagged for unsportsmanlike conduct. The pass is complete for a 10-yard gain to the B-30 where A88 is tackled.
RULING:
A, 1/10, B-15, ready (25). The penalty for the UNS foul is enforced at the end of the last run, if there is no change of team possession during the down. The 15-yard penalty takes the ball to the B-15, for a first down (by rule and by yardage).
8. 1/10 @ A-30. Early in the 4th quarter, receiver A83 has just leaped and received a forward pass. As A83 is about to regain his balance, B45 launches and attacks into A83’s head with his shoulder at the A-47. A83 completes the catch and is down at the 50.
RULING:
A, 1/10, B-35, ready (25), B45 is disqualified from further participation is this game. B45 is guilty of a Targeting foul, since A83 is defenseless (in the act of receiving a pass), and B45 launched, attacked A83, and made forcible contact to A83’s head/neck area. The 15-yard penalty is enforced from the end of the run (50), taking the ball to the B-35, with a first down.
