SB Quiz 8 (belated)

Was a bit busy last week, and just got to these. Check me.

1. 1/10 @ B-25. Team A snaps the ball with 12 seconds remaining on the game clock in the 4th quarter. QB A12 can find no receiver open, scrambles outside the tackle box and throws the ball away beyond the neutral zone and the play ends with 6 seconds remaining. The defense participated with 12 players on the field.
Ruling:
A, 1/10, B-20, 0:12 (4), snap (25).
The live-ball illegal substitution foul is enforced 5 yards from the previous spot, and the down is repeated. By recent NCAA interpretation, the defensive substitution foul – with all 12 (or more) defensive players participating in the down - inside the last 2-minutes of the 2nd or 4th periods gives Team A the option to reset the game clock to the time on the clock when the ball was last snapped, and the game clock will next start on the snap. Because of the penalty completion, the play clock is set to 25-seconds and will start on the referee’s signal.


2. 1/10 @ B-25. Team A snaps the ball with 12 seconds remaining on the game clock in the 4th quarter. QB A12 can find no receiver open, scrambles outside the tackle box and throws the ball away beyond the neutral zone and the play ends with 6 seconds remaining. The defense had 12 players on the field at the snap but B21 was hustling to get off the field and the ball was snapped just before B21 exited the field.
Ruling:
A, 1/10, B-20, 0:06 (4), snap (25).
The live-ball illegal substitution foul is enforced 5 yards from the previous spot, and the down is repeated. Since the excess defensive players left the field immediately after the snap and did not participate or affect game play, there is no adjustment to the game clock. Because of the incomplete pass, the game clock will next start on the snap. Because of the penalty completion, the play clock is set to 25-seconds and will start on the referee’s signal. (This actually means there is no change to how this situation is to be officiated from how it would have been officiated previously.)


3. 1/10 @ B-25. Team A snaps the ball with 12 seconds remaining on the game clock in the 4th quarter. QB A12 can find no receiver open, scrambles outside the tackle box and runs for 10 yards and is downed inbounds and the clock is stopped with 6 seconds remaining. The defense participated with 12 players on the field.
Ruling:
A, 1/10, B-15, 0:12, snap (25).
The live-ball illegal substitution foul will be declined by Team A. However, by recent NCAA interpretation, the defensive substitution foul – with all 12 (or more) defensive players participating in the down - inside the last 2-minutes of the 2nd or 4th periods gives Team A the option to reset the game clock to the time on the clock when the ball was last snapped, and the game clock will next start on the snap. Because of the penalty completion, the play clock is set to 25-seconds and will start on the referee’s signal.


4. 1/10 @ B-22. Team A is trailing by nine points with 0:35 showing on the game clock. At the snap, B21, B40 and B44 blatantly hold, wrapping both arms around Team A’s wideouts and take them to the ground. Quarterback A12 has no receiver in the route, scrambles and then legally throws the ball away. After the play, the game clock reads 0:26. The back judge, field judge and side judge have a flag down for Team B holding on each of their initial responsibilities.
Ruling:
(Note: Assuming AR 9-2-3-II is in the 2nd or 4th periods.)
A, 1/10, B-11, 0:35 (2) or (4), snap (25).
By AR, these blatant holding actions are converted to unsportsmanlike conduct fouls, penalized ˝ the distance from the previous spot, with a first down. The game clock is to be reset to the time on the clock when the ball was last snapped, and the game clock will next start on the snap. Because of the penalty completion, the play clock is set to 25-seconds and will start on the referee’s signal.
Forgot to mention that B21, B40, and B44 have one UNS added to their UNS counters.

5. 1/10 @ B-40. B33, defending against a legal forward pass at the B-15, has his back to the ball and is waving his arms in the face of eligible A88, but does not make contact. The pass falls incomplete.
Ruling:
A, 2/10, B-40, snap (40 and running).
This play situation describes no action that is a foul by rule. (Physical contact is REQUIRED to establish pass interference. Waving arms in the face of an opponent without making physical contact is NEVER a foul.)


6. 3/Goal @ B-8. Ball carrier A21, advancing in the field of play, becomes airborne at the two-yard line. His first contact with the ground is out of bounds three yards beyond the goal line. The ball, in possession of the ball carrier, passes over the pylon.
Ruling:
A, try, B-3, no game clock (40 and running).
When a ball carrier crosses a sideline while airborne and returns the ground out of bounds, the ball is dead where it crossed the sideline. The ball crossed the sideline directly over a goal line pylon, which, by rule, is part of the goal line. Therefore, a touchdown is scored. The next down is the try.


7. 1/10 @ A-25. Midway through the 2nd quarter, A44 runs and gains 10 yards before stepping out of bounds. During the down B55’s helmet comes off without a helmet foul by Team A. B55 immediately picks up his helmet, puts it on and continues to chase A44 and is beside him when A44 runs out of bounds.
Ruling:
A, 1/10, 50, ready (25).
By rule, after losing his helmet, B55 must stop his participation in the down. His failure to do so is a personal foul, enforced per Basic Spot/3 & 1 enforcement rules. The Basic Spot for this foul is the end of the A44’s run, and the 15-yard penalty is enforced from the end of the run, taking the ball to the 50 yard line, with a first down. Because of the penalty completion, the play clock is set to 25-seconds, and both clocks will start on the referee’s signal.


8. Free Kick @ A-35. A98 is prepared to kick off. The ball is on the tee and the referee has signaled it ready for play. As the kicker approaches the ball it begins to roll off the tee just as he starts his kicking motion. The kicker follows through and kicks the ball as it continues to roll off or near the tee. The ball squibs along the ground and is recovered by A21 at the A-45.
Ruling:
A, free kick, A-35, free kick timing (25).
The ball remains dead, and the game officials shall sound their whistles and signal all action to stop. The ball shall be replaced at Team A’s restraining line, and, when both teams are ready, the down is resumed when the referee sounds his whistle and declares the ball ready for play.
