When does the clock stay stopped in the NCAA when a runner goes out of bounds?

Rule 3.3.2.d.2 -

A Team A ball carrier, fumble or backward pass is ruled out of bounds anytime after the Two-Minute Timeout in the 2nd or 4th quarters.
(Exception: After a Team A forward fumble goes out of bounds, the clock starts on the referee’s signal.)

Since I copied the entire article (which includes backward pass) just be mindful of unfair clock tactics which is an exception of sorts.  3-4-3-b - The game clock will start on the ready-for-play signal after Team A throws an illegal forward or backward pass to conserve time
