This TD was in the NW corner of the stadium. Looking at the map Mike referenced, if the cameraman set his milk crate outside the restraining line at the goal line, he would have been in the first row of the stands.
In most stadiums, TV will have their sideline camera on a dolly with a lift. That way they can get right on the goal line, back far enough and high enough to get a shot. There isn't room to get a dolly in here. If they want the goal line shot for replay purposes, there isn't a lot of choice of where else to put the cameraman.
Of course, none of that explains why the FJ was that close. This play started on the 3 yard line. Seems to me he should have had the end line.
