I would say the quote of the article is:
"Someone can be charismatic, but not have substance."

Sounds like he's describing himself!

Since when did school superintendents fund anything?  It is the TAX PAYERS that fund the schools districts that in-turn fund the UIL.  Seems like he has completely lost sight of this fact.

I suspect many , if not most, superintendents see the taxpayer's money as actually theirs (the soups) and see the taxpayers as just holding it for the soups until they can figure out a way to get it.

Looks like the same ol' tired sack of excrement that the  tiphat: Manor Road Ringmaster has been busy peddling since he came into prominence. It doesn't exactly take a rocket scientist to see that the UIL bottom line is that they want the officials to be under their thumb so they can pay them as little as they possibly can by keeping the sports officials solely in check in the promotion of their hopes for the Manor Road blessing of them receiving the UIL call for either a plum playoff game or a UIL invitation to a December date at JerryWorld. And lest we should not forget to mention topping off that sundae of theirs with a complimentary UIL cap, courtesy of the  tiphat: Good UIL Dr.!   z^

Quote
It really was about pay issues — about the officials holding the schools hostage — and the schools just got fed up with it. That’s what it came down to. Dr. Farney and I spent about two years talking to the of- ficials about fixing their problem. We worked within the rules structure to make sure schools were paying them in a timely fashion, and we worked with TASO to make sure officials weren’t being demanding of the schools outside the rules. When that failed and the schools said “enough,” the rules were changed. And then TASO filed suit saying it didn’t want to comply with that.

I honestly don't think any sentence in this quote is truthful. The schools didn't "get fed up." UIL did.

Here is what he really meant:

"It really was about pay issues and control, pay for the UIL employees and my own bonus, and control of these renegade officials that think they actually add something to the game and have some sort of worth.  We can clearly raise revenues by bringing in the officials under the UIL and only having to pay one additional employee.  The whole story about holding the schools hostage is simply a ruse, a means to an end.  What the schools are really fed up about is the UIL being in the red every year and us wanting more money from them.  We worked within the rules structure to make sure officials are paid as little as possible without a huge uprising, free market be damned.  By the way, the rules structure is simply me and the rest of my UIL cronies shoving any rule we want down the throats of the legislative council and rubber stamped by the commissioner of education.  TASO filed suit because they didn't like the way we implemented our little scheme, completely excluding all officials' input, and our backhanded attempt at killing TASO once and for all, so we can get those revenues I just spoke about.  How dare those lowly officials question the Great Oz!!!"
