Agree.

How about rewriting the rule to prohibit intentionally contacting an opponent after the helmet comes off? That clearer definition would be easier to officiate and would more directly address the safety issue behind the rule.

I am not sure that would get to where the rulemakers want to be.  They do not want the helmetless players running around the field.  Since the opponent is prohibited from contacting him, he could give his team an advantage by running as a shield for a ball carrier.  It can'tbe limited to only when the helemtless guy makes contact but somehow has ot be written to make it clear what participation is and is not.

Simple. Require that a player that has his helmet come off - even by foul - to remain stationary as soon as he is no longer engaged with an opponent or in the immediate process of tackling the ball carrier runner. Exception: He may move to avoid contact with an opponent, the ball, or an official.

By making him freeze, he won't be able to assist his team, and won't be susceptible to being contacted by an opponent. Failure to remain stationary will become a defacto definition of 'participation.'

Also, make deliberate, avoidable contact on a helmetless opponent an automatic DQ.

It was called in the UT - UF game last year in Gainesville. First and only time I've ever seen it called.
