S position in Double Umpire Situation

CCA Manual says S to strong side. If balanced, does he declare strength to the L side as in pass coverage situations?
Second question, what is the reasoning for having the S on the strong side?

I'm an S. If balanced, I'm staying on my side of the field.
The reason we go strong side is that it's easier for the U to back straight out from the football -- at least that appears to be the reasoning that makes the most sense.
