Wasn't this changed to a shutdown at the snap last year?   

At the very least, 5 yards from previous spot and replay.

I thought this would just be a normal illegal shift and not an "illegal shift converting to a false start" since Team A came completely set before the shift?

That's how I'm seeing it. Live ball illegal shift because all Team A members did originally come set.

Just a rookie but I am starting my NCAA rules study so hopefully I don't embarrass myself...

I see Illegal shift.  QB and RB shift and do not get set for a full second (7-1-2-a).  QB is still moving his feet and arms at the snap.

That's right, and seems to be consensus here.

The conversation turned quickly to the new NCAA rule that shuts down the play as a dead-ball false start in some illegal shift situations. Those are situations in which A NEVER sets, but simply comes up to the ball and snaps it.

This situation is not like that: A sets, then shifts, and does not come set again. It would be (should have been) properly flagged as a live-ball illegal shift.
