Fair Catch Free Kick rule

On the "fair catch free kick" can a kicking tee be used or must the place kick be
held as with a normal field goal attempt?
Also, a timeout can only be called by the head coach or a player on the field;
can any official
grant
a timeout or only the ref?

Can't answer your second question, but as to the first. It's a free kick, so a tee may be used. Team B lines up 10 yards away, just like a kickoff.

Any official that acknowledges a coach or player wanting a timeout should immediately signal the clock to stop and grant the timeout.

No tee can be used for a fair catch kick.
