NFHS Philosophies

Hello all,
looking to see if there is anything from the NFHS concerning philosophies of the game such as :
1. when in doubt a pass in incomplete and not a catch/fumble
2. when in doubt it is not pass interference
3. holding away from the point of attack should not be called
etc............
 I looked on their web page along with the mechanics and rule book and could not find anything. The NCAA rule book has several when in doubts and their mechanics manual has several references for philosophies.

Reddings NF guide has a When In doubt listing.  Remember the NF rules and commentary are written by committee and NCAA is pretty much written by Rogers.

The following are from the 2012 - 2013 NFHS Officials Manual page 82 ...

GUIDES FOR - “WHEN IN QUESTION”
• Incomplete pass or fumble .......... incomplete pass

When I did a search on the NF online books in the Arbiter, I typed in "when in doubt" and "doubt".  Didn't think to use "question"

I reviewed Section 4 from my 2012 CCA manual, which I think is what he is talking about.    While there is no writer or editor credit in it, it is published by Referee magazine- Rogers Redding is featured in the front and I'm pretty sure anything issued by the CFO flows from his pen.

After that, I'm not sure if he's asking if NFHS has something similar or if the NCAA took/takes things from the NFHS.

Pages 5-7 of the NFHS Game officials manual has a very basic Basic Philosophy and Principles section to begin the manual.  High school officiating philosophies seem to be left up to individual state offices and/or local organizations to issue

It might be helpful to realize that the NFHS does not, has not, and will not set up a full time officiating department dedicated to issues such as these.  In fact they have spun off most of their Internet functions related to officiating to The Arbiter, which is now owned by the NCAA.  The Redding's NF guide is an unofficial resource yet probably the best resource out there.  Other publications are issued by Referee Magazine/NASO, some of which have official sanction from NF.

The information at this link has circulated Colorado for several years. It is consistent with what has been posted by others here. Several years ago, I personally had a difficult time staying focused on point of attack. For example, I would call holding... even if it was 20 yds away from POA (because, "yeah, but what if..."). It took just a couple of wave-offs by the white hat to fix that problem!

The NFHS Football Handbook has an excellent (IMHO) section on officiating philosophies along with an interesting history of rule changes over the years. To me, a good rule of thumb in "when in doubt" situations is to make the call that has the least impact on the game. "Was it a fumble or an incomplete pass ?" I would always go with an  incomplete pass. Maybe that's because I'm a New England Patriot fan .

Here in Ohio we have a  Director of officiating Development who is hired by Ohio High School Athletic Assoc and is in charge of all football officials in the state.  For the past 3 years or so he put out a Gold Book wherein he list how the state wants the game officiated and run.  Everything from how we dress(by the way we get to wear black shorts in August and September) to how we enter the field and what each member of the crew does on each play.  It has really helped football officiating through out the state.  In this book he list 16 items "when in doubt".  This guy is a retired NFL official and he has done a great job  in trying to get officials do a better job, on and off the field.  You can view the book at WWW. OHSAAFB.COM  Great reading for all officials.  he stated in this years book that web site has had over  14,000 hits over the past year.  I and my crew are SO glad he took over the  reins and made it better for officials.  He goes around in the off season and talks to crews who invite him to there homes.  My crew and several others invited him to our get together last April and Had a great 5 hour visit with him.  Comments?
