There has been a lot of discussion in other sports about flopping and rules to address it. In my experience, the greatest potential for flopping exists when the kicker pretends he's been roughed or exagerates the impact of very minimal contact.
If such a "flop" (for want of a better noun) is observed, can (or more importantly, should) this be addressed using current NFHS rules, philosophies, goals, objectives, etc.?
The only near qualifying rule that could be applied is 9-5-1c since 9-8-1b seems to only apply to USC by nonplayers.
