Taunting Enforcement

#38) 2/20 @ B-30. Team B intercepts a pass in their end zone and while running, prior to taking a knee for a touchback, taunts a Team A opponent.

A. Following the touchback B's ball 1/10 @ B-10
B. A, 1/10 @ B-15, automatic first down
C. Spot foul results in a 2-point safety for Team A

I got this one wrong and trying to understand why. I chose A because the penalty for this foul specifies enforcement spot (succeeding spot, so no 3-1 rule applies. (9-2-1-a-PENALTY).

Check the penalty again. This is now a live ball foul by a player so 3-1 does apply. Quite sure correct answer is C (safety).

You're right, I sped read the penalty and just focused on the succeeding spot (which is for non-players and dead ball) Penalty just says 15 yards, so 3-1 is enforce.

Is this a college play or a high school play? If it is a high school play, I believe the answer would be A. Even though the taunting penalty happened during a live ball , the unsportsmanlike penalty is treated as a dead ball foul. B would retain possession, 1st & 10 at the 10, after enforcement. Thoughts?

Exactly correct for NFHS, JG.  USC is enforced as a dead ball succeeding spot foul.
