Coach / Referee Conference
« on: August 07, 2013, 10:03:18 AM »
If a coach asks for a conference to discuss the possible misapplication of a rule, is it permissible for the R to refer to the rule book?  If the coach disagrees with the R's ruling, is it mandatory to show him the rule?  Although I work in FL and not OH, I found their "Gold Book" on line (very interesting reading - google "Ohio Gold Book" to find it) and wondered if others follow the same procedures regarding use of the rule book during a coach / referee conference.

Not sure what the "Gold Book" says; but the Rule and Case Books are mute on this specific issue.

I've seen this happen once - when a coach argued that the officials erred in the enforcement of a penalty in overtime.  The Referee seemed unsure and, sadly, could not get agreement among the rest of the crew.  So, they went to the rule book.  Unfortunately, it took at least 15 minutes for someone to "run" to the officials car or locker room and get a rule book. After a review, the officials reversed their previous enforcement and got it right.

You could argue that getting it right is ultimately the goal; but, obviously, I'd prefer that someone on the crew know the rule and correct a mistake much more quickly.  If you're not the R, you should know any rule that affects your positional responsibility; and be ready to step up if needed. Referees have the primary penalty enforcement responsibility; but the best Umpires I've known are, and should be, really good penalty enforcement guys.

If you're unsure, and get no help from your crew, going to the rule book is not expressly prohibited; so the interpretation is, while it looks like crap, it's allowable.  Also, if you - or a crew member - are that uncomfortable about your rules knowledge, you might want to have someone carry a Rule Book onto the field.

Mandatory to carry/show one: no
The rule book I refer to is in my/my crew's head that I frequently study and chances are my recollection of the rules are much better than the coaches recollection.
Coach asks you to show him: "hey coach, YOU show me.  Of course you will want a timeout for that, right?"

FLAHL is correct. In Ohio the rule book, case book and the Gold book ( only OT procedure is needed) must be on the field. Some crews have the clip man keep it, our crew keeps them in a zip lock bag we hide under the 20 yard marker. In the 10 years I have worked varsity games I have never used them in a game.

We keep our books in the same place, Tom!

We used them just last season, when a coach asked me to show him where it says that the defense gets extra latitude on contact with a kicker when it is not reasonably certain that there will be a kick.

I politely told him that I would show him the rule, but the rest of the issue would be my judgment, which we would not discuss. Then I showed him 9-4-5a, he thanked me, and we resumed. The whole thing took 3:15.

I forgot to charge him a timeout. :(

"Is better to have it and not need it than to need it and not have it.-author anonymous. You should have one at game site just in case. Twice over the years the need for a rulebook came up. Once in football - I had the rulebook - the ending was a happy. :D Once in baseball -the base ump had one in his car trunk - the ending was an embarrassing one. :-[ .The happying ending : (1) Playoff game, working a split crew with 2 officials from the visiting school's chapter; (2) The visiting officials stated that the coach pulled a fast one the previous week on a PAT : (a) A lines up with only 10 players; (b) #11 comes running up to the backfield and stops; (c) QB yells' You're not supposed to be out here -get off the filed!"; (d) #11 starts running toward the sideline level w/LOS; (e) QB takes the snap a lobs an easy 2 pt . pass. (3) The officials didn't realize what had happened until their weekly meeting ::); (4) We were ready with book in pocket when we went to the coach in pre-game. (5) WH : "Coach, any trick plays you may use INCLUDING on kicks or PATs?" ;)(6) C : "On a PAT, we may break with 10......" (7)WH : "Gee, coach, that sounds like a violation of Rule 9-6-4d...let me see..." . (7) Pulling out the rulebook, I read him the rule. (8) Coach grunted and muttered, "They've ruined football.... ???" (9) The coach was usually very loud and obnoxious - today he was very subdue and quiet. (10) his team lost.
