Zap-10 Rules question

3rd and 10 on B's 20. A-24 fumbles on B's 12 and the ball rolls out of bounds at B's 9. After the ball is OOB there is a personal foul on A-76. There is 0:09 left in the first half.

Here the clock is stopped temporarily for the fumble OOB. I think the clock should start on the ready normally - as it was a fumble forwards OOB.
The Zap-10 is triggered if the clock is stopped due to the foul. There is a foul, but the clock was already stopped, so I am thinking that the Zap-10 doesn't apply.

Can someone guide me through this better than just my instinct?

We have to determine if the helmet coming off was the ONLY reason for the clock to stop. If not, no zap 10. In this case the clock stopped for the fumble OOB.

There's no helmet coming off but the explanation is the same. No zap-10 since the foul was not the only reason why the clock stopped
