B12, potential kick returner, is standing at the B-13 looking up at the ball as it comes down. But the ball is clearly over his head and is going to come to ground a distance behind him. In fact, it does. It hits at the B-6 just as B12 is being tackled at the B-13. The ball bounces into the EZ and the whistles are blown. RULING?

My thoughts are that its like DPI. The receiver has to have a reasonable opportunity to make a catch and or attempting to catch it. Now if he prevents him from moving to the ball than we have KCI

For me, this is the key info to make a ruling. If B12 is not in a position to make a catch, contact with him cannot be KCI. It might be a PF of some description, or a foul on him if he has given a FC signal, but it ain't KCI.

In your play, with B12 not trying to get to the ball and with the ball bouncing 7 yards behind him, I think I'd rule that he is not in a position to catch the kick.

He is not "attempting to catch a kick" so he doesn't get any special protection. No foul. 1st and 10 for team B at B-20.

If he is not moving towards the ball then he is not attempting to catch it.

Shouldn't this be a personal foul? Just like a receiver that gets hit after the ball is already pass him and is out of the play?

So if they had gone with personal foul instead would it have been better for BYU? Would they have added 15 to the touchback and given BYU the ball at the 35, or would it have been a foul on A during loose ball so previous spot 15 back and rekick?

6-3-14 says penalties for all fouls by kicking team other than KCI can be enforced where the subsequent dead ball belongs to team B. So in this case the PF is actually more beneficial to B than KCI. PF gives them the ball at the B35 where KCI is a spot foul and would put them at the B28.

Not sure on personal foul. A15 wraps up B12 and pulls him down such that A15 is sandwiched between B12 and the ground. If anything I see the action as more in line with illegal use of hands/arms by A15.

The R player is not simulating being a ball carrier - so there is no reason for him to be tackled.

IM curious where its states in the rules that team A cannot tackle a team B player on a punt who doesn't have the ball. Please refer me to that rule that is an interesting one. I know it says in 9-3-3e its legal if they are eligible to touch the ball which in this case they are not but cant find any reference to this instance.

9-3-6: When the ball is loose, no player shall hold an opponent; illegally
block an opponent in the back; twist, turn or pull an opponent’s face mask or
any helmet opening; or illegally use his hands or commit a personal foul (A.R.
