Penalty Enforcement on a Safety
« on: September 14, 2013, 11:35:57 PM »
I can't seem to wrap my head around this one.  A QB is called for intentional grounding while scrambling in the endzone.  Obviously we have a Safety (I believe it's a Safety regardless of whether the penalty is accepted or declined).  In this case the 5-yard penalty is accepted.  Is there a 5-yard penalty walked off prior to the free kick from the 20 making A free kick from their own 15 yard line?  Rules references?

There is no penalty walkoff, just as there would be no yardage involved had there been holding or blocking below the waist by team A in the end zone.  The result of the play as you said is a safety, whether the penalty is accepted or not.

You might be confusing this case with a penalty during a "scoring play" as in 10-5-1d,e,f. For a foul by the opponent of the scoring team during a try, FG, or TD, the scoring team would have options for enforcement on the KO.

Notice that safeties are not listed under those special enforcement provisions. Instead, the case is covered in 10-5-4, which mentions no KO yardage.

Guys,  thanks for clarifying that for me.  We enforced it correctly, but you know how things go when you start over-thinking and second-guessing yourself 24 hours later.  Maven, you are correct, there is no mention of distance enforcement on the KO under 8-5-2 (Safety).  There is guidance however, for penalty enforcement in the 8-2 (touchdown);  8-3 (try);  and 8-4 (field goal) sections as well as their 10-5 Special Enforcements counterparts.  Thanks again.
