Penalty Enforcement

Here is one from Ohio:
A, 1/10 at B’s 25 YL. B35 intercepts A10’s pas in B’s EZ. During B35’s return, B15 holds
in B’s EZ and (a) A66 tackles B35 by the face mask at B’s 15 YL or (b), A66 tackles B35 by
the face mask at B’s 15 YL, causing B35 to fumble with A78 recovering at B’s 20 YL.
Ruling:
Replay the down. Double foul in both (a) and (b). Rule 2-16-2b, 10-2-1b and c. In (a) B has
possession of the ball with “clean hands”; however, if they decline A’s penalty for the face
mask foul, A will accept the penalty for B15’s foul in the B’s EZ, resulting in a safety. In (b),
A has final possession, so if they decline B15’s penalty, B will accept A66’s penalty which will
result in B, 1/10 at B’s 30 YL.
Now that you have read it, what do you think about the explanation for (b)?  I believe that the person typing the questions/answers wrote B, 1/10 at B's 30 instead of A's ball.  What about the enforcement putting the ball on the B 30?

So in (b) you have 2 COP's, the interception by B and later the fumble recovery by A.

You also have 2 fouls during the play, the hold by B, and the PF/FM by A. B's foul occurred AFTER they got the ball, but A's foul occurred BEFORE they got the ball (back).

Since A has possession when the down ends, they have first choice of accept/decline the penalty on B. If they accept, double foul.

If they decline B's foul for the hold, they do not get to keep the ball, which they got with "dirty hands" due to the FM foul. Instead, we would go back to the enforcement spot for A's foul, enforce the penalty for the FM, and B would get the ball.

A's foul occurred during a running play, and the basic spot is the end of the run, which was the B-15. All fouls by the defense (A was on defense when they fouled) are enforced from the basic spot.

So in this scenario, you'd enforce the PF/FM 15 yards from the B-15. It would be B 1/10 @ B-30, clock on the snap.

Since A would rather replay the down than give B the ball, this scenario is moot.

I agree with the guys from Ohio. If the team in final possession didn't get the ball with clean hands they can't keep the ball. A pass > COP > B  > A  > A recover fumble = double foul = replay down. (8-1)

This is incorrect only in that A gets no option to decline the foul. 10-2-1-b, there is a change of possession and the team in final possession fouled prior to that change of possession (and there are no PSK fouls), the fouls offset with no option for either team to decline.
