Is it an NCAA rule that players must use a mouthpiece?

Rule 1-3
Mandatory Equipment
ARTICLE 3. All players must wear the following mandatory equipment:
a. Helmet.
b. Hip pads.
c. Jersey.
d. Knee pads.
e. Mouthpiece.
f. Pants.
g. Shoulder pads.
h. Socks.
i. Thigh guards.

1-4-e
Mouthpiece. The mouthpiece must be an intra-oral device of any readily
visible color. It must not be white or transparent. It must be made with
FDA-approved base materials (FDCS) and cover all upper teeth. It is
recommended that the mouthpiece be properly fitted.

I am guessing this question has to do with the FSU QB having it stuck in his helmet the whole last drive.

  One of the teams in Dallas, the O lineman have one in their mouth and another dangling on the strap hanging on their mouthpiece.  First time I saw it, I went in to warn the player to put his mouthpiece in and he just grinned at me and pointed to his mouth and smiled to show me he was wearing a mouthpiece.

  Players do weird things!

I saw that too, but I don't think anybody in their right mind would call that, especially in that situation.

In a hope that it would prevent a liability lawsuit against the NCAA.  The rule states the equipment that the players must wear and then prior to each game the head coach signs a certification stating that ALL of his players are equipped according to rule.

Actually the coach is not certifying that his players are wearing legal equipment. He simply states that all players have been provided required equipment and instructed as to it's use.

Where I am the coaches have to sign that the team participants are informed what equipment is mandatory and what constitutes illegal equipment, and have been instructed to (and how to) wear mandatory equipment.

Yep - Doesn't seem to apply to Div 1 or NFL either >>>>>> reference - Cam Newton at Auburn

The Coaches certification from CFO website ......
This is to certify that all of our student athletes have been:
(a) Informed what equipment is mandatory by rule and what constitutes illegal equipment.
(b) Provided the equipment mandated by rule.
(c) Instructed to wear and how to wear mandatory equipment during the game.
(d) Instructed to notify the coaching staff when equipment becomes illegal through play during the game
