"When in question, the ball is passed and not fumbled during an attempted forward pass."

Section 4
Fumble Philosophies
"When in question regarding whather the quarterback passed or fumbled, it will be ruled a fumble."

younggun, I think that's the difference. If you have replay you can always go back and overturn the call on the field so it would be better to let the play go on. But for those of us without replay, we kind of have to live by "no cheap turnovers". On an unrelated note, your signature quote is probably the most accurate description of officiating I've ever seen.

Yea I had one of my mentors tell me that one. Yea with Replay added it can reverse a lot of those 'when in doubt' rules. I had a friend call a MAC game this year for the first time. He said the pregame was an hour longer than his normal D2 pregame due to the added replay element.

I thought that might be the reason why CFO tells us to fumble instead of pass

Although replay can reverse an incomplete forward pass to a fumble, it does require a clear and immediate recovery. Much easier to reverse a fumble to an incomplete.
