Snap After a Touchback

Quiz question from Arbiter

Following a touchback and before the ready for play, team A elects to have the ball placed at the left hashmark. After the ready but before the snap, B1 crosses the neutral zone and makes contact with A2. After the penalty is enforced:
a. Team A may have the ball moved to the middle of the field for the next snap.
b. Team A may not have the ball moved to the middle of the field for the next snap.

answer given is a) NCAA (8-6-2 )

as there was no charged T.O. and no foul by Team A shouldn't the answer be b) ?

The question was BEFORE the RFP. The AR you quote is after RFP.

There is a NEW RFP that occurs after enforcement of the penalty. Should this RFP control A's options?

Exactly.  Team A can choose where to place the ball unless they were the ones who fouled.  After the enforcement and new RFP, then A can't change it unless B fouls once again or we have a TO.
