Maybe I'm missing something but it seems like they've added a warning with no penalty before they get hit with the five yarders.  So they want to tighten things up but have essentially lowered the consequences.

And am I missing this in the editorial changes as well?

That is how it appears.  I checked the Philosophies to see if perhaps something had been slipped in there. Nope.  I think most of us would never flag the first time we spoke to the coach about staying back so there is probably an "unofficial" warning there but the video makes it seem like there should be an official warning.

There is no doubt how Redding feels about coaching behavior.  Seems most every in-season video review tape has 1 or more examples of "coaches behaving badly" and RR calling for flags.  This video drives the point home in a major way.  Calling it as tight as is suggested in the video is going to be quite a cultural change, if it happens

Its needs to happen on TV for there to be a change. I hate to say it, but it is as simple as that. We all know players/coaches do what they see on TV. We can if we start calling it at the D3 D2 level you will just get told it is a "HS call." Just my two cents.

It seems to me that there are too many avenues for "rules changes" to occur.  I now have 3 and counting:

1.  The traditional rules change procedure
2.  Editorial Changes
3.  Discussions by the D1 Coordinators.

3 brings up an interesting question:

Does the warning apply in D2 and D3 since those Coordinators apparently had no say in this decision?

I would say each of those coordinators can decide for their conference.  I know in Tx HS football there woul be little support for weakening the rule like this.  If it is enough to warrant an "official" action (the warning) then it is enough for the 5 yd penalty.

In Texas I think most crews do give a "warning" to head coaches, unless of course it is serious, like running into a coach during a play. Perhaps we shouldn't, but most would consider it "preventive officiating" But I do agree we don't need to make the rule weaker than it already is for Texas HS football.

I would hope so but that is an "unofficial" warning.  What the CFO wants is an "official" warning.

I don't understand the manic obsession with this. Here in Michigan, it became one warning and then a 15-yard penalty every time thereafter. I just don't see the issue.

And not to mention a dead coach as a result of a collision.  Let that be the only warning given.

I do think you (respectfully) missed something, Mike.  It's clear they want us to use common sense.  If a coach comes onto the field to spontaneously congratulate a player after dead-ball action that's not a foul or warning in any way.  If a team is in a no-huddle situation they don't want coaches coming on to the field to call plays as it creates a disadvantage to the defense.  If the coach comes onto the field to berate an official it's an automatic 15-yarder.  It's really common sense stuff and I think they (frankly) nailed it this time.  It was probably too relaxed before then tightened it up (probably too tight).  Seems to me this change creates a nice balance for what is and is not tolerated for the good of the game all around.  They don't want us to be robots but at the same time want to take true disadvantages and unsportsmanlike behaviors out of the game but gave some common-sense latitude to WORK WITH coaches and players.

In 2006 we had a warning system and it was removed completely in 2011.  Unfortunately I don't have an electronic version and don't want to type the whole darn thing but if you have that (2006) rule book it's on page FR-121.  It used to be two warnings, followed by a five-yard penalty, then 15 yards for each infraction after that.

Then, in 2011 we went to a "no warning" system as per the following:

Game Administration Interference
ARTICLE 5. While the ball is in play, coaches, substitutes and authorized
attendants in the team area may not be between the sideline and coaching line
or on the field of play.

PENALTY—Administer as a dead-ball foul. First and second infractions:
Delay of game for sideline interference, five yards from the
succeeding spot. [S21 and S29]
Third and subsequent infractions: Unsportsmanlike conduct
for sideline interference, 15 yards from the succeeding spot.
Automatic first down for fouls by Team B if not in conflict with
other rules. [S27 and S29]

You mistakenly assume what I am saying will be flagged (or should I say WANT flagged) is outside common sense.   I am talking specifically about coaches and staffs coming on the field to gripe and whine.  If the letter of that law is followed it will be ugly (for first few weeks anyway).

I am specifically thinking about the sideline behavior issues not whether it not they are in the white.  2 different rules.   The GAI rule "change" is a different animal.  I don't see that change having much effect one way or the other.

Just thumbing through this topic again.
Of the games I've seen, so far, I think I've seen 1-2 flags for this when it seemed there should have been quite a few more.
