UIL Exception/NCAA "Editorial Change"
« on: July 26, 2014, 05:16:25 PM »
The recently released "revised" NCAA book (including several "editorial changes" which are substantive rules changes) prompts the following question...  How are we to administer the issue of non-contrasting jersey numbers in UIL Contests??

2014 UIL exceptions tell us that we are to note noncompliance with the 1-4-4-c-3 requirements in the UIL game report.

NCAA Rule moves jersey requirements to 1-4-5c and calls for a charged time out in each quarter where non-compliant jerseys are used.

For UIL games, should we now take BOTH of these actions or just one? hEaDbAnG

Last I heard for UIL was just to make an incident report.

When the NCAA changes were initially announced it said there would be a new 1-4-8-d added this year and it would be language that established the charged timeout penalty at the start of each quarter.  The 2014 UIL Exceptions document (Exception 23) clearly indicates the intent of the UIL Rules Committee is to except out the requirement to charge timeouts and instead require the game officials to submit a UIL incident report.  The fact that now the NCAA book has actually been published and they did not add the 1-4-8-d but rather put the timeout penalty language in 1-4-5-c-2 is immaterial to what we will do.  The Rules Committee did not want a timeout assessed, they merely want an Incident Report.

UIL Exception 23 -

(New NCAA editorial change for 2014 – paragraph “d” added to 1-4-8 )
1-4-8-d. Teams wearing jerseys that do not conform to Rules 1-4-4-c and 1-4-5 will be asked to change into legal jerseys before the game and before the start of each quarter until the jerseys are changed. Officials shall charge a team timeout at the start of each quarter the illegal jerseys are worn.

EXCEPTION: 1-4-8-d. Delete paragraph “d” and replace with this note: “(NOTE: For UIL games,
noncompliance with Rules 1-4-4-c and 1-4-5, as amended by UIL Exceptions, should be noted in the
UIL game report filed by the Referee after the contest.)”
