OOB Player wording?
« on: July 28, 2014, 02:07:39 PM »
So, hearing RR on Saturday, if an airborne OOB defensive player touches a loose ball (such as a pass), it becomes dead immediately because it touched something OOB.  So, if Team B OOB airborne player touches another Team A airborne inbounds player, Team A player is still inbounds.  Only the status of a loose ball changes under the interpretation, correct?  The status of a ball in possession can't change.

Play situation. A22 leaps from the B-3 towards B's GL. The ball is in A22 possession when it is contacted by B19 who is airborne having leaped from OOB at the B-1. The ball is contacted by B19 while both are airborne prior to the ball breaking the plane of the GL.  Ruling:  Ball is live, rule as before, TD if he breaks the plane.

Is wording 4-4-2 -1b and -2 sufficiently explicit?

Those 2 (I think you mean 4-2-1 and 4-2-2), together with 4-2-3, seem to cover it all.  The ball is a held ball so it otucing something OOb or the player holding it touching something OOB is immaterial.  Neither make the ball or the player touched, OOB.
