CFO week 1 test question's

1. Team A snaps at the 50-yard line and punts. The kick is untouched beyond the neutral zone when A44 reaches across Team B’s goal line and bats the ball back into the field of play. B22 recovers at the B-2 and is tackled at the B-4 by A88 who pulls him to the ground by the facemask, drawing a flag from the Back Judge.
a. Team A foul for batting the ball in the end zone.
b. Automatic touchback—no option.
c. If accepted, the facemask penalty will be enforced at the B-20.
d. None of the above.
REFERENCES: 6-3-11, 9-1-8, 10-2-2-d-1
COMMENTS: By 6-3-11, this is not a batting foul. However, it is illegal touching, the privilege for which is canceled by an accepted penalty. The facemask foul takes place during a running play, so the enforcement is under the Three-and-One Principle.

I understand the correct answer is D, but what I don't understand is the explication. FR68, ARTICLE 11. This is a special case of illegal touching: Team B's privilege for this violation is not canceled by and accepted penalty.

This, too, is due to the editorial change. The new rule reads: "This is a special case of batting in the end zone and is not a foul. (A.R. 6-3-11-I-V and A.R 2-12-2-I)."

It never been a foul, but the rule book says on FR-68. "This is a special case of illegal touching: Team B's privilege for this violation is not canceled by an accepted penalty. It is canceled by offsetting fouls."   I'm just saying the test answer is correct. I'm just having trouble with the explication.  The first touching privilege is not canceled.

So, by last year's rules, we would enforce the facemask from B-20 since it said the violation was not canceled by an accepted penalty?

I'm going to have some trouble using the CFO tests here in Brasil this year... we didn't have time to change the rules before the games started

If you continue to read it says that "the B20 may also be a penalty enforcement spot for fouls by Team A during the kick play."  The definition of a kick play is "the interval between the snap and when a scrimmage kick comes into player possession or the ball is declared dead by rule" (2-30-3).

Say that B never recovered the ball and A downed it at the B4 and before A downed the ball, a B player was tackled by the face mask at the B2.  What would you do then?
