3. Team A snaps at the 50-yard line and punts. The kick is untouched beyond the neutral zone when A44 reaches across Team B’s goal line and bats the ball back into the field of play. Before the ball rolls out of bounds at the B-6, A22 clips an opponent at the B-10.
a. If accepted, the clipping penalty may be enforced at the previous spot.
b. If accepted, the clipping penalty may be enforced at the B-6.
c. If accepted, the clipping penalty may be enforced at the B-10.
d. Both a and b are true.  Correct answer is B per the CFO answer sheet.
e. Both a and c are true.
f. None of the above
REFERENCES: 6-3-11, 6-3-13, 10-2-4
COMMENTS: Team B may elect to have the penalty enforced at either the previous spot or the spot where they would have the dead ball, which is the B-6.

Why would this not be enforced from the 20 for the touching in the EZ.  Remember from FR-68.  This touching is not canceled by an accepted penalty. The foul occurred during the kick.

There was an editorial change on 6-3-11 which changed things so that fouls do cancel the IT privilege.

Your problem is you are reading the rule book.

The new rule is in the new rule book available at the CFO web site. Here's what has changed, note the removal of cancellation language for an accepted language.

Old book rule 6-3-11: If a scrimmage kick untouched by Team B after crossing the neutral zone is batted in Team B’s end zone by a player of Team A, it is a violation for illegal touching (Rule 6-3-2). This is a special case of illegal touching: Team B’s privilege for this violation is not canceled by an accepted penalty. It is canceled by offsetting fouls (Rule 6-3-2-b). The spot of the violation is Team B’s 20-yard line, which is the postscrimmage kick spot for fouls by Team B (Rule 2-25-11).The B-20 may also be a penalty enforcement spot for fouls by Team A during the kick play (Rules 6-3-13 and 10-2-4) (A.R. 6-3-11-I-III and A.R 2-12-2-I).
