Clock at End of Game

1 more from the realm of "it happened"..
Score A 14 - B 20  Team A has no timeouts left, clock is running at :11 when ball is snapped on 3d and  G at the 7.  Run play ends at 5 with :06 showing and an official mistakenly signals for clock to stop.  By the time the crew realizes the clock was stopped and start winding, A has already had enough time to unpile and is lining up for 4th down.  They get set and ball is snapped as clock goes from :01 to :00.  Team A's pass to the EZ is:  1 )  Complete for TD, or
                2)  Falls incomplete

What do you do?   What could you have done before the 4th down snap?

You're screwed. I don't think you can do anything, stopping the clock again would only benefit team A even more.

1) Score is 20 - 20, go to try. 2) Game over, team B wins.
