-A87 goes across the middle and gets blown up just as/after the ball arrives.
-Flags come out from the FJ & BJ.
-After a brief talk, one official thinks it's TGT and the other thinks the contact was lower.  They agree that the crown of the helmet was not involved, but there may be a launch element.  They eventually agree that it's not TGT.

So in that case, can the UNR stand if the defender is deemed to have hit the defenseless player at the shoulders or below? 

Other than some oddity, like a defender leading with the point of an elbow or a knee, or something crazy like that, it seems to me that if TGT is pulled off on that play, then it's no longer UNR either.

I had nearly the same thing in a JV game the other day. Team was driving for a score late in the 2Q. Ball is thrown to A19 who gains control of the ball and, as he turns, gets hit and drops the ball and falls to the ground. He ends up getting knocked out of the game. Both the L and I ruled that it was a clean hit, shoulder straight to the chest.
