Question about PF at end of play

>Offense has ball with 3rd down and 10 to go. They pass the ball, receiver is tackled 3 yards short. A second or so after the play ends, another offensive player hits a defensive player in the back. Flag is thrown for personal foul. Defensive team accepts penalty. What is the down and distance after the penalty is assessed?

A- 3rd down and 18

B- 4th down and 18

C- 3rd down and 25

So if the official spotted it 3rd and 18, does that mean he determined the foul was during the play?

Yes but where did the foul occur?

I guess this is different than when the DEFENSE has the ball on 3rd down?
