Looking for rule in the book

Where can I find the rule that states a player can put his hand, the football, or anything other than a knee or shoulder or butt on the ground to keep his balance or keep from going down?  Sorry for the rambling of my words, but you can see what I'm talking about.  I just need the rule number....can't find it.

Another question:

Penalizing a team for fans ignoring the artificial noise maker rule. Where is the penalty in the book?

So, is that just an NCAA decision beyond the book? I saw a message where the NCAA removed any reference.

I'll post my question here, since it fits the subject.
I think I'm mixing rulebooks in my mind because I was under the impression that in NCAA you couldn't have any defensive players lined up on the snapper on a scrimmage kick formation (just like in the NFL). But I've only found that you can't initiate contact on a snapper until a second has elapsed since the snap (Rule 9-1-14).
Am I missing something here?

  You are reading it right.  You can line up on the Center.  What you can't do is make immediately contact.  You have to give the Snapper an opportunity to raise up and defend himself -- thus the 1 second rule.
