Illegal subtitution on a free kick

We had a play last Friday night that I'm thinking we might have blown.  Before the ready is blown for a free kick, Team A is huddled up near the ball with 11 players. A 12th player runs into the huddle which then subsequently breaks. The player that isn't supposed to be on runs off. Team A then lines up and the ready is blown.

The Team B coach was yelling for a flag for breaking the huddle with 12 but we let it go. In reviewing the rules, I see no reason why this could not be called. The question is should it be called on a free kick or is it better to let it go?

Stay away from this one. By philosophy, we NEVER allow team A or B to kick off with more than 11 players. By delaying the RFP until the correct number of players are present, we stay from unnecessary, game lengthing fouls. It appears the R delayed the RFP until there were 11 players on the field for Team A....properly administered.

From CFO West recent Bulletin:

Full Complement of Players on Kickoff
While specific mechanics are not in the current manuals, we have long been proactive in being sure we have 11 on each team prior to a kickoff. Rogers Redding has confirmed this will be an item to be added in 2015, but we want to confirm the procedure and mechanics in counting players for kickoffs. With 8 man mechanics, the U, BJ, and CJ will count the kicking team; the R, HL, and LJ will count the receiving team. Because the FJ and SJ now switch sides at half time, they will each count the team that is on their sideline. That way, we will have four officials counting each team. The same procedure will be followed in 7 man mechanics except that one less official (CJ) will count the kicking team. DO NOT allow the kickoff without having 11 players lined up on each sideline, and be proactive in notifying a team if they have less or more as they begin to line up. While we will not coach formation alignments and enforce those rules as usual, we do not want to have a kickoff with a team having 10 or 12.

Welpe, we had similar situation last Friday.  In our situation the RFP was not yet blown, and this is what our U told the coach.  No issue after that.  Glad our R actually waited for all us to give him the all clear and ready.
