Under pressure he throws the ball away (intentional grounding to prevent loss of yardage) and time in the 1st quarter expires during the play. B accepts the penalty. Am I correct in saying that the 2nd quarter begins with the free kick as the 1st quarter cannot be extended for a loss of down foul? If this play was at the end of the 2nd quarter then although the safety is scored, there is no free kick?
