Rule Change re Stiff Arm ???

Play 7 on the latest CFO video...Appears we have a new foul - "hands to the face"  and a new penalty signal (same one used in NFL).  And the video makes clear that not all helmet contact by the runner is excused.  There are times when this contact is a foul.

Thats interesting, We actually had a call in my sons playoff game a few years ago. for a face mask by the runner. The runner had an open palm on the facemask of the trailing tackler however his face did get pulled down Im assuming he used his bent fingers. At first when the play was live I thought it was the wrong call however when I saw the replay his head did go down like it was pulled.

Like TXMike, last I knew we were told that's not an NCAA signal. And the NCAA Rule Book says that action by and against the runner is not a foul.

Perhaps he should reference the rules in these videos to clear up some of the confusion?  I'd like to know when this is a foul and when it's not.
