Right... so the WR was blocked at his rout but that's not why he blocks the other defender and that's not why he keeps blocking the other defender
how could that be waived off?

As we don't want to get into judging what we thought he was thinking, I have no problem with waving off the OPI because he was blocked into defender. If the block had not occurred, this would be an obvious OPI.
