Unbelievable!

The other major thing I saw in this game was a 9-1-4 targeting that was flagged, but the player was not disqualified. Unfortunately, I don't have a video or specific time. It was late in the 4th quarter, Cedar Park had the ball. There was pass across the middle and number 2 from Ennis made forcible contact to the head of the receiver. The R gave the "Targeting" signal, announced it as "Helmet to Helmet Contact", and did not DQ the defender.

The referee didn't know which way to signal.  Rule number 1 for me.  I make sure both teams captains see that we are short or its a first down.  Leave no doubt about it.

More than just one is at fault.
The B is holding the ball and looking down from ~2'.  The U is pulling the stake and looking straight down.  And the S sneaks a look as well.

If you dare question your white hat and its Monday afternoon 7th grade games from now til h freezes over.  Passing gas in prayer meeting will be forgiven but not that.

If that's the case, they need better white hats.  Referee is just a position on the field, as likely to screw up as any other position, if they are so egotistical that they are above reproach by their peers, then they aren't doing their crew or the game any favors.   Typically, those are the guys that spend all their time worrying about what other positions are doing and so they neglect their own.

Then you are not doing your job! When I had the white hat I expected my guys to say something, I may have the final say but they need to speak up. If I see something I thing is wrong I will say something regardless of the, level of play.

Not where I'm from.  Our crews are 5 guys who agree to be a crew and the Referee is not always the ones who form the crew.  In fact, I had 4 guys who asked me to be their Referee so I agreed.  At any time on any of our crews if the majority of the members want to boot the Referee then he will be the one looking at working 7th grade games.  As mentioned in another reply, the Referee is just another position and is no more powerful than anyone else on the crew.

If I cant question my white hat then I will leave that crew because I don't know any referee that is that good and knows everything there is to know. I couldn't work with someone that is that way

It looks like U is talking as R begins to give the signal that it will be 1st down for B. R then hesitates and looks down the stake a second time and changes the call. Could U have had a bad angle and tried to correct R  with the original call? If so, R needs to exert a little confidence and leadership.
