For the player.  What a bone head play.  However, they got the call right on review.  I kept listening to the announcers as they were talking about a "forward lateral" and that the ball should belong to Tennessee and all I kept thinking was shut up you idiots -- Tennessee is never getting the ball there.

I was harping that it was IFP as soon as it happened.  TV guys have less rules knowledge than many coaches. ::)

The call on the field was that the ball carrier stepped out of bounds before passing the ball. The replay result was that the pass was thrown before he stepped out, thus it was an incomplete illegal forward pass. They penalized half the distance to the goal from the spot of the foul, 1st and 10 Iowa.

Not an official yet but planning on breaking into the HS/JH ranks next fall.

I understand why there is a penalty.  However, I was unaware that a replay could be used for penalty purposes. Is there another instance where a replay could be used for penalty?

Illegal Forward Pass, Illegal Scrimmage Kick, and Illegal Substitution are all reviewable fouls. Pass Interference can be affected as well since the touching of a forward pass is reviewable. The same for a free kick out of bounds since the touching of a kick is reviewable as well.

Replay did not provide the penalty. They just provided the information the runner was not out of bounds when he passed the ball forward. The crew knew the pass was forward but ruled it happened after the runner stepped out of bounds. Replay changed that fact and thus the crew ruled correctly on the foul.

There aren't many instances where that would happen, but this was one of them.
