Do we really want people diving into prone runners laying on the ground? You know it will happen with "down by contact"!
How about an exception?
4th down, and the punter goes down to a knee to field a low snap, then stands, and gets the kick away.  R correctly has a whistle, blowing it dead at the knee-down point.
Just seems awful to give the ball to B with a 10-15 yard bonus which they had nothing to do with.

Then the exception falls apart when said punter decides that there are too many people rushing and throws the ball to the TE for the game winning touchdown. Is it  ^good or  ^no or  ^flag

Consider Team B's rush may have had something to do with the low snap. Just saying...  pi1eOn

I could live with a limitation that the ball MUST be punted for the exception to apply.

So the punter scrambles to his right and just before he crosses the LOS, he (a) throws a legal forward pass, (b) fumbles the ball, (c) pitches backward to A5, (d) punts that ball.  When would you blow the whistle and where would you spot the ball?  And how do you explain why you did what you did to a coach who doesn't have a complete grasp of what happened? Too many complexities in my opinion.

R drops a bean bag at the knee-down point.
Cases a - b - c, dead there.
Case d, play continues.
