Isnt this just a matter of getting the guys working the games to actually enforce the rule and make players pull their jerseys down?
Coach: "I've been doing this 30 years!  I know the rules!"
Ref: "Are you married coach?"
Coach (suddenly offguard): "umm...yeah, why?"
Ref: "I've been married 30 years and my wife says there is still room for improvement"
Coach: "<silence>"

Yep...so long as their supervisors believe enforcing the rule is important. Like Mike, I'll believe it when I see it.

So, is it going to still be over looked this year or what? Also, what are over built face masks. Are some of these?

I hope we see D1 officials address the covered pad issues. It is out of control. I talked to friends in D1 and they say they address, but it doesn't seem like it. If there is a point of emphasis thanks to this rule change hopefully that will create more consistency with these guys pulling their shirts down over their pads (back and shoulder).

I've never been a huge stickler on worrying about back pads.  Others have said it's a safety issue due being a hard surface.  The helmet is as well but it's not yet required to cover it up.

The safety issue is when the pad flips up. The player with the pad can land on it and it could fracture his vertebrae. I also heard of a situation where the runner was on the ground when his back pad was up and a defender landed on him and ruptured his spleen. There might be some concern with them being hard in general, but I doubt that's significant. The jersey doesn't provide much padding.

If the pad flips up because there is no tucked in jersey keeping it in place then what value is it anyway to the wearer.  But in addition, the comment of the player who said by having his midsection uncovered he was reducing the area an opponent could grab to stop him made me realize there is a competitive advantage to not having the jersey at least go to the top of the pants

So with the advantage/disadvantage argument, are you running a player off the field for 1 play if you have to tell them more than once to pull it down?

Although the article says this is a rule change this year, a look at the initial rule change document and the final document revealed no mention of short jerseys specifically.  the document does address illegal equipment but only in terms of changing the way infractions are handled.  The short jerseys were already illegal.  Unless someone has made it known this is now a point of emphasis, or specifics re the jersey make their way into a bulletin or the editorial changes...I don't see us doing anything different.

I have always made players in the college games I've worked tuck them in.  I never sent someone off the field but told the I would if they didn't comply and that always did the trick.  A player told me they leave the back pad exposed to "look cool."

amazing about this is, in which world is that cool???? It looks really lazy and idiotic, not cool at all...

but this sending the player out thing is still very tricky to me. The new rule needs some mechanics clarifying to me... some "how to do" bulletin or something like that

Can't you just modify the rule/mechanic a bit?  Yeah they are telling me that I have to send the player off for a play, but I'm going to give him a shot on the field to cover it up.  Tell him once to cover it and that if it comes uncovered again he's out a play.  My opinion...this rule is obviously a clean up rule like the helmet thing.  The difference, we can control this and nip it in the bud unlike the helmet.  Can't control the tightness of the chin strap.

The rule as was before could be a lot more effective to make player wear the equipment the right way if it was enforced like that.
Taking a timeout out of the team is a lot more punitive then taking the player out.
Temas would make sure players dress right during the game.

The rule was changed and made weaker with taking the player out for a play to get it corrected

Probably because we as officials did not charge the time out and just kept telling the player
" I don't make the rules coach!"

Exactly and get on it early.  Nip it in the bud during warm-ups, not when the game starts.  We DO have a job to do when we come out to the field during warm-ups and that's the best time and place to get this.

I was at the Tom Beard clinic and Rogers specifically said that if equipment becomes illegal during play, then the player doesn't have to sit a down.  The idea is that if a shirt becomes uncovered during play, and the backpad becomes exposed, there is no violation of the rule.  Just make the player tuck in the shirt again, not unlike an exposed shoulder pad after a tackle.

It is important to be preventive on this.  I think that stressing the rule with players before the game and early in the season will have the desired effect without having to send players out too much.

Do not disagree at all.  But how many games have you worked where you tell them to cover them up in warm-up, which they do, and then half way through the first quarter, those same players have their back pads exposed?  I was hoping that cleaning this up in warm-ups was understood.

It's not; hence the rule change.

But there was a rule for that... Charge a timeout. Which was not done... Why will with this new one be different?
