Illegal Touching in B's EZ 6-3-11
« on: July 15, 2015, 09:50:39 AM »
Per Rom Gilbert's 2015 Mini Missive #6 - question 7:
After a Team A player reaches across B's GL and bats an ungrounded, untouched scrimmage kick back into the field of play:

4/10 B40. The batted ball hits on B's 4 where B44 accidentally kicks the ball. B66 recovers on B's 28 while grounded. During the kick, B55 commits a holding foul on B's 24.

Answer: B 1/10. PSKE applies since Team B snaps the ball. The PSK spot appears to be B's 28. However, sources close to the rules editor state verbally that the PSK spot is B's 20. This spot is behind the spot of the foul.

Thoughts?

This is a 6-3-11 situation and a special case of illegal touching.  Since the ball was untouched, and a Team A player batted the ball while in the end zone, it is illegal touching.  The rule states the spot of the violation is the 20 yard line and that is the PSK spot as well (stated in the rule).

That's not stated in the rule anymore, right? They rewrote 6-3-11 two years ago.

However, I do believe this is enforced from the 20. I would reference 2-25-11-b-2 and AR 6-3-11-IV. They seem to match up to the given play.

It looks like you are right.  I checked in the printed 2013-2014 rulebook and it was written as I quoted.  However I just checked the CFO Central Hub and it was written as follows:

ARTICLE 11. If a scrimmage kick untouched by Team B after crossing the neutral zone is batted in Team B’s end zone by a player of Team A, it is a violation for illegal touching (Rule 6-3-2). The spot of the violation is Team B’s 20-yard line. This is a special case of batting in the end zone and is not a foul. (A.R. 6.3.11.I.V and A.R 2.12.2.I).

It looks like AR 6.3.11 IV has been removed as well.  I agree with your analysis using 2-25-11-b-2 though (PSK spot is the 20 when rule 6-3-2 is invoked).
