UGa/UFl Possible bat

Florida punting to Georgia. Punt returner muffs and ball falls to ground inside 5. Mass players jump in area to retrieve ball. UFl player APPEARS to "push" ball forward (i.e. bat) and ball goes into end zone where UFl recovers for TD. BJ right on play.

I'm not saying he missed the call (although it appeared to me he just hit the ball without trying to recover). I'll give him the benefit of the doubt as he was right there. But let's just say it was a bat -- at the Team B 3. What do we have in terms of penalty enforcement?

It's a foul by the kicking team during a kick play. Since the ball doesn't belong to Team B at the end of the play, it's not a tack on, so it has to be 3-and-1 enforcement. The basic spot on a kick is the previous spot, and this was beyond the basic spot. So this would be 10 yards from the previous spot. There's no loss of down since it was on a scrimmage kick beyond the neutral zone.

Decline the foul and let them have a touchdown? Since B didn't end with the ball, there are no special enforcements available. It has to be 3-&-1.

I do not have access to the video, but saw the play live. 
Can someone that also saw it please explain why it was not a touchback under NCAA rules?

The ball was touched by the receiving team in the field of play. So it's still a live ball when it goes into the endzone. Possession by UF in UGA's endzone = touchdown.

I question your wording here, but what you're trying to say is right. I don't know what you mean by "special enforcement." There are 2 options -- basic spot enforcement (from the previous spot) and enforcement from where Team B would put the ball into play. But, as you stated, since Team B didn't end up with the ball you have to go with basic spot.

The reason I posted this is that we sometimes get into a hurry and forget the Team A option and when it applies. At first I was ready to give Team B the ball at the 20 plus 10 for the penalty but couldn't put my finger on why that wasn't right.
