Coach in the huddle on team timeout

Can someone give me a rule reference prohibiting or allowing coaches in the huddle on the field during a team timeout?

9-2-1-b-1: "During the game, coaches, substitutes and authorized attendants in the team area shall not be on the field of play or outside the 25-yard lines without permission from the referee unless legally entering or leaving the field (Exceptions: Rules 1-2-4-f and 3-3-8-c)."

The two exceptions are for kick practice in limited sized stadiums and timing in the last two minutes of each half when the stadium clock is not the official timing device.

We can all agree that's the applicable rule for "during the game", but what is traditionally allowed during timeouts is not defined in the rulebook.  What's traditionally allowed (technically with "permission of the R" - also in the rule) is coaches in the huddle in the on-field area outside the 9's and between the 25's.  In some college games the guideline seems to be even more lenient.

Yes, I think nobody would have a flag if the coach is a step or three in the field of play in a team huddle, but by rule the coach must remain in the white even during dead ball periods.
