Training Video: Question about mechanics (foul on TD)

I am pretty certain I saw a play on the 2015 (initial) training video that had to do with signaling on TDs when a foul is involved.  I'm talking about the 1hr 21min video that came out last summer.  I thought RR said that even if an official who throws for an infraction and also covers the goal line for a subsequent TD that he wants the official to signal TD (vs. timeout signal).  I have always signaled T/O and recall being surprised by this.  Do I remember this correctly?  If so, does anyone know where in the video it is?

While it may not stick because of the foul, the result of the play is a touchdown. Why would you signal anything else?

The rationale I was always given is that it stops people getting excited about a score that isn't going to happen, and it stops the coach yelling about how you just signalled touchdown and then took it away again.

I agree with Rulesman - the play by rule has ended in a TD.  The R won't signal the confirmation, but everyone on the field needs to know that the runner has crossed the goal line.  I've twice seen 4th down runs toward the pylon where there was an obvious holding call, the wing did not signal TD, just killed the clock, and everyone on the field (including the rest of the crew) thought there was a COP short of the goal line.  Teams are changing personnel, coach is signaling to decline the penalty, etc.

Signal the TD, administer the penalty, and move on.

I agree because of this exact play given.  If it's clearly a TD and everyone knows it, I'll just kill the clock.  But, if it's close, I signal TD briefly to let everybody know the result of the play, then give the stop the clock signal.

I had a situation this year when I didn't signal and it caused some confusion.  Mine was on a two-point try and it was close to the goal line but I had a foul.  I didn't signal and the offended coach didn't know if he should accept or decline.  I am going to signal (al beit, briefly) going forward to avoid the confusion.
