Live-ball foul treated as dead-ball foul

What exactly is "a live-ball foul treated as a dead-ball foul"? Can't seem to find any other spot in the Rules where that phrase is used...

Nowadays these are pretty rare, as USC's are live-ball fouls. Some of such fouls are visiting team wearing a colored jersey on kickoff, contacting an official, and sideline interference.

You can find these by looking for "Administer as a dead-ball foul" text in the rule book.
