Illegal batting UNC vs Baylor?

Is NCAA different than Federation? Only kicks that can be legally batted in NFHS are grounded scrimmage kicks. Baylor player, R, bats grounded onside kick backwards OOB. No flag.

This was legal because he batted the ball backwards. If he bats it forward.
