PSK or not?

Another one guys:

Let's say Team A's scrimmage kick is illegally touched by A63 beyond the NZ.  B23 then panics and kicks the loose ball at the B5 yard line across the goal line and over the end line.  Is this considered a PSK foul since the result of the play would be a safety? 

I guess the question is, is team B next to put the ball in play in this situation by virtue of the free kick following the safety?

If it is PSK, what is the PSK spot?

Which goal line do they kick it across? A's or B's?

Me again...

This is a PSK enforcement.

As in your previous play nothing happened to cause the kick to end before it went into the EZ.   By rule, the psk spot is B's 20 yard line.  The penalty would be enforced from the B5 as it occurred behind the PSK spot.  penalty leaves it B1/10@ 2 1/2.

The illegal touching will be ignored as A will accept B's penalty if for some strange reason they don't accept the penalty B1/10 at the spot of first touching.

Yes, they would put the ball in play by a free kick.

Yes by free kick after safety. A certainly is not next to put the ball in play.  Who else could there be?
