On-Site Replay Officials?

I think I was watching an ACC game and the TV guy said something about that the play was reviewed in Charlotte (ACC offices).  If plays are being reviewed there, is there still an on-site replay official? - if so, what is their job as it relates to the guys in Charlotte?  THX
Likewise, if the NFL reviews plays from NY, is there still an on-site replay official for NFL games and what is their duties?

I believe the on-site replay officials can call the "bat phone" to the command center and get an opinion on the play from the coordinator.

I think the replay guy on site makes the quick decision to stop the game to review something.  After that they are in contact with the office to make the ruling.

They also can see things that need reviewing that wouldn't necessarily be apparent from the broadcast, like 12 men on the field for example.

In the SEC, the final decision belongs to the RO in the stadium. SEC Coordinator of officials Steve Shaw wrapped up the weekly SEC media call yesterday discussing the new collaborative replay system. Excellent piece. Think you can get to it from the conference web site. I backed into it on Twitter from SEC_Chuck.
