NFL live ball/dead ball rule difference?

Watching TNF just now between Denver and San Diego. There are two fouls on the play: Holding, offense in the end zone, penalty results in a safety. After the play, personal foul on the offense, declined by the defense. Is the rule different, as in NCAA/NFHS, you'd take both and enforce the PF on the free kick? Or maybe just a coach not remembering the rule in the heat of the moment?

I think the NFL treats dead ball fouls in the immediate continuing action after the play is over as live ball fouls.

Under NFL rules, multiple fouls are fouls by the same team during the same down including dead ball fouls. If the defense were to accept the PF, then the penalty would be enforced from the dead ball spot and the down would count. Obviously it's better for the defense to accept the holding penalty as it carries with it a safety.
