Can someone please explain to me the fg rules. Like when it comes out to the 20 and when the ball is spot from where it was kicked.

For NCAA, the ball will be spotted at the previous spot, unless that spot is inside the 20, then it will be spotted at the 20.

If the ball is UNTOUCHED, by B beyond the Neutral Zone. Blocking the kick with 3 yards of the Line of scrimmage, is not considered touching beyond the LOS.

Might i offer that you download the FREE rule book and read the applicable section?  It's really pretty straight forward.

  The suggestion to read the Rule Book is always a good one. And I think you question is further confusing because the ball is never spotted from where it is kicked -- that is an NFL rule.

  So, really the question you are trying to answer is what is the Succeeding Spot (the spot where the ball will next be put into play) on a missed FG.  The general answer is, (a) if the ball was snapped from outside the 20 yard line, the Succeeding Spot is the Previous Spot [so, ball is snapped from the 32 and kicked wide right, then Team B takes over at the 32 yard line {and not the 39 yard line where the ball might have been kicked from}]; (b) if the ball was snapped from inside the 20 yard line, the Succeeding Spot is the 20 yard line [so, ball is snapped from the 14 and kicked wide right, then Team B takes over at the 20].

  Now, this is the general rules to apply to your simple question.  This is only part of the story.  All kinds of different answers is the ball is blocked, or touched, or lands short of the end zone, or is caught by Team B and returned, etc. etc. etc.

Keep in mind also for NCAA... if it goes back to the previous spot (snap outside the 20), the placement is that spot of the snap... Team B doesn't get to move it left or right for their 1st down snap. 

If it's at or inside the 20 then B gets a choice of left, right, goal posts, middle of the field for ball placement.

From Bill's comment, we had a doubt last game about ball placement in change of posession.

My U decided to flip hashmarks on change of possesion for the succeding spot.

Like, 4th down, Team A goes for it, runs to the HL's side of the field and is stopped short of the line to gain.

Now we have 1/10 for B on the LJ's side of the field.

I told him that's wrong but can't find it clearly on the rules

The previous spot is the previous spot. Don't overthink it.

Like "Rulesman" said, don't over think it.  We were discussing missed field goal attempts.  A fumble recovery, interception & down, stopped short on 4th down are simply where the play is dead.  B puts the ball in play at that location.
