DH or DPI or neither?

Second and 15 at the B-45. A11 throws a legal forward pass to the right side intended for eligible A88 at the B-38, but the pass is incomplete. Before the ball gets to A88, B22 holds eligible A44 in the left flat at the B-40.

If the ball is in the air to another receiver when the hold occurs I have nothing.

This is where you have know the difference between Test World and Real World. In Test World, this is DH. It will be 1st and 10 for Team A at the B-35. In Real World, if you throw anything on this you won't have a job much longer.

You can have holding on an eligible receiver while the ball is in the air on a test?

You can have DH at any time. Prior to the pass, while the pass is in the air, after the pass, even on a play without a pass. This exact question was on the CFO test last summer. The "correct" answer is it's a foul. The real answer is don't even think about it. The only difference is that if it's against an eligible receiver beyond the neutral zone prior to the pass and a forward pass crosses the neutral zone, the penalty includes includes an automatic first down.

So how do we expect the covering official on one sideline to know that "Before the ball gets to A88, B22 holds eligible A44 ....." and that the hold actually took place before the pass on the other sideline was incomplete?

And isn't the "standard guideline" for holding that it had a possible impact on the play or that it was an egregious foul (ie. a flagrant takedown)?

It's pretty simple. You peek at the QB after you've seen what could be a foul. If he's still holding the ball, you have a hold. If the ball is already in the air to the other side, you don't throw your flag.

It's pretty simple. You peek at the QB after you've seen what could be a foul. If he's still holding the ball, you have a hold. If the ball is already in the air to the other side, you don't throw your flag.

That's my point, the question says "before the ball gets to ....." not before the ball was thrown.

Do we know that?  The question as worded doesn't have the facts we need to accurately answer it.  How about we add a few words to provide the key fact(s):

or maybe:

Second and 15 at the B-45. A11 throws a legal forward pass to the right side intended for eligible A88 at the B-38, but the pass is incomplete. While the ball was in the air but before the ball gets to A88, B22 holds eligible A44 in the left flat at the B-40.

Now we have the information we need to provide a definitive answer, and now I would agree that we have nothing.

You definitely can have a hold when the ball is in the air.
