I just noticed a few typos in the July 19, 2017 PDF version of the rule book. The new rule on the horsecollar as we know includes the name plate area but somehow that got left off and is only referred to as "the area". (my emphasis in bold below)
Horse Collar Tackle
ARTICLE 15. All players are prohibited from grabbing the inside back collar
of the shoulder pads or jersey,
the area, or the inside collar of the side of the
shoulder pads or jersey, and immediately pulling the ball carrier down.
Another interesting find. We have all sworn at folks who think a penalty and a foul is the same thing. Check out FR-11 in the Football Code under the topic of Holding. The last sentence, "Holding is a frequently called penalty;" I believe they meant holding is a frequently called foul.
