NCAA Week 4 Vid, Punt Play
« on: September 27, 2017, 11:48:44 AM »
Not sure who all gets the Fox NCAA video from Pereira.  There's a play on there I'm curious about.  At around 8:37 there is a punt play, Baylor/OU.  Baylor punt receiver runs up acting like he's going to catch the ball as it goes over his head.  Commentator says we don't have anything, but what about the hit by the tackler?  He hits the player acting as though he's catching the ball below the waist.  Could we not have BBW against the kicking team?

Because the potential punt return player decoyed as a receiver & potential runner, the kicking team player is attempting a tackle.  I would not penalize him for this unless it was obvious and clear he didn't catch the kick... kicking team players are either going down field to make a tackle or down a football... blocking isn't one of their assignments.  Don't foul this one.

  • The rules are there if you need them.

The current blocking below the waist rule language makes exceptions against such action only against a "...ball carrier...," which means he must actually have the ball.

Mr. Shaw should edit the several rules that reference an exception to blocking below the waist against a/the "...ball carrier...," to reference a/the "...runner..." instead.  A receiver that is pretending to be in position to make a catch should not be given KCI, or even defenseless player, protection.  But he should be given protection against blocking below the waist.  Once he begins to act as though he has caught the ball, he is now a "runner," (but not a "ball carrier") and certainly may be tackled by any legal form (below the waist, in the back, clipping, grasping/encircling, etc.).  And I would certainly agree that any level of 'faking' having the ball would constitute that player as being a "runner" that can be so blocked or tackled.

Note that the clipping rule and holding rules do, in fact, reference the "...runner...," with respect to exceptions against the prohibition for those actions.

Mike Pereira responded to my email with essentially the same message.

I agree with Mr. Lemonnier.  No foul.  I would not be too technical with this.  His actions on the play were of a legitimate tackle.

Sorry, I don't know how to request it.  I get it through CUSA.
